So you will probably have problems and other languages with special letters

Tags and clean names are not intended to be used with greek or any other different charset, because those word are used also within urls... and in urls you should add only "english" letters.
Regarding Categories... I need to check...

I do not agree this time with you
In any system the Tags do not work that way.
Everytime the TAGS can be in the language of the website.
Imagine the Russian site and many other European countries that have special characters other than English should be the TAGS in English.
Is unthinkable
Example see the Tags to VBULLETIN, SMF, JOOMLA, WORDPRESS.

I put a test title
ΕΝΑ ENA (ένα ena) the first 3 letters are in Greek characters, and the latter 3 are in latin letters
and with
Clean Name
Only alpha-numeric chars and dashes allowed
I take this
psilon-u-lpha-ena
(ΕΝΑ or ένα means ΟΝΕ in Greek)
