Block Title Bar missing

My Recent Topics block title bar and surrounding border suddenly disappeared. It was ok, until I started making changes to it's page location and number of topics to display.
I deleted the cache and compared the php, cfg, and tpl files for the block to the ones from the package download and they were the same.
