Start with a really easy one... you may try with a subSilver like or proSilver...

What is really tough is to limit the use of tables while trying to keep things organized. This will require much time.

Have a look @ phpBB3 for a good example on how a theme should be created. proSilver is an excellent example of good use of both html and css.
