The problem is that junior admins can moderate forums, but my junior admin may only have the permission to manage categories for the photo album.
Can I set permissions to only that?

Or is there an other option to make a user manage categories for the photo album?

make him moderator there and give only him the permissons

From ACP->Users->Junior Admin


select the button modify modules on the line of the user that you want and then, in the next page select the modules for the photo album

I hope it's clear for you^^

P.S. You can do that whit a normal user is not necessary that the user is Jr. Admin or Mod ^^

I think spydie means this... but this is not working for giving the permission to creat new album categories

If you make the persion to junior admin, he can create categories and don't have the permission to moderate a forum.

and you don't make him Jr. Admin ^^ apply only the modules that will not allow the user to moderate
