Totally new to icy phoenix i'm asking me, why i can't change the language on the portal if i'm a registered user/admin?
Only guests can change it.
Can i fix that so anybody can change the language to anytime?

Change the language of the portal is dedicated to unregistered users, because who is registered on site can change the language from  profile...
this is not a problem, it was done intentionally.

Usually registered users should change language only once, that is why that has not been implemented for registered users... it would have been a waste of resources.
