Nope, That doesn't do it.
I enabled "Forum Wide Blocks" and it doesn't seem to do anything.

Forum Wide Blocks it's a different thing... you should only change your block file.
ACP => IM Portal => Blocks => YOUR DEFAULT PAGE => Recent Topics

MG, Thanks for the reply but that still doesn't answer my question. How can I change the layout of the block. I want to have the same uniform look as this site in the recent topics block. One uniform line per entry. Not spread out over 2 lines for one entry.

Then that is the answer... you have to change the block file to the one suggested by difus some posts ago... try to edit the block and load that block file...
