Do your users have their browsers set to block images / popups from your site?
They may need to allow it.

i try with another accuont from my PC from same bronswer...and i didnt saw them
and i just cant get why

Which browser is causing the problem?

1.its not depend on bronswer....different users with different bronswers = same results
2.my try: Opera,IE,FF= with one account i see them,with another account i dont ....
3.i will provide more details soon

attachments and pics posted in forum some members dont see..
Try to explain better what the problem is... 
SOME attachments are not viewable from ALL users or SOME users are not able to see ALL attachments??

If attachments are images your serve may limit CPU usage when generating thumbnails and you can face that problem.
Try to disable thumbnails in attachments and verify again.

If attachments are images your serve may limit CPU usage when generating thumbnails and you can face that problem.
Try to disable thumbnails in attachments and verify again.

if yes , they are disabled .

No... I was speaking about ATTACHMENTS section in ACP... try to check options there.
