When you want to upload a picture in the gallery, i have error occurs

It's impossible, because you have safe_mod enabled :/

If i disable "Safe Mode i't work?

and how to disable Safe Mod ???

Well, you can try to deactivate safe mode...

Open your .htaccess file (located in your IP Root) and add in the first line:
Code: [Download] [Hide] [Select]
php_admin_flag safe_mode Off


Then try to upload the picture again.

If you get Error 500 when accessing to your website, that means you can't deactivate safe mode through htaccess, so delete the line you added to your htacess. This means there's no other possibility than contacting your web hosting provider asking them to deactivate safe mode for your website.
