Problem With Accents And Ñ

Hello, I have a little problem with the accents and Ñ .. and looked at other forum threads and I am not a solved nothing .. And also tried to convert PHP files "LANG_SPANISH" to UTF-8 but it says error coding .. I leave you capture so you can see the problem better.

Any solution?
