i am moving my ICYP setup from one domain to another iwant to change the directory paths like public_html/forum to public_html/
how can i do it manually without going to ACP?

It can only be changed in the ACP or in the mysql database (via phpmyadmin)
Phpmyadmin:
Open your database.
Open table ip_config, then edit the script_path entry. Replace "/forum" with "/"

Take also a look at cookie_name, cookie_path und cookie_domain

In addition you should clear your cache and check that you old directory paths do not remain in any files in your cache folder.
