Problem With Htaccess 404 Downloads Folder

This code in the downloads folder htaccess file generates a 404 error when trying to download?

So what needs to be changed - Just drop the "Allow from localhost 127.0.0.1" ? because most of the files I've uploaded had to go via FTP because of their size - and need some protection.

Order Deny,Allow

Deny from All

Allow from localhost 127.0.0.1
