On the TPL, that's what I tried but I don't know how to apply a background to that part of the frame. About the CSS, I don't know what part should I modify...

you cant ! changing background of style ,you change also background of shoutbox ..

what you can do is next :
you can copy your style.css and rename it to example sarakin_shouts.css
than call this sarakin_shouts.css in shoutbox_body.tpl and shoutbox_view_body.tpl
and than in sarakin_shouts.css you can change all what you want for shoutbox without affect style
