Try to create a folder called tmp inside /files/ directory and give it CHMOD 777 permissions.

Greets!

I read once that PHP needs a tmp directory to upload big files.

If you could create files/tmp/ directory (relative to your Icy Phoenix root) and give it CHMOD 777 permissions it maybe solves it.
It's just an empty directory Create it

Greets!
