How can I display the category description in the forum index?

I have some forums in selected categories that will be shown when the users reach a certaing number of posts. So I want them to know that in advance by putting it in the forementioned description.

I have tried the search but could not find the answer.

Maybe the best way is to add the description in the forums itself and set permission in a way that users can VIEW the forum, but cannot READ until they reach the appropriate posting level.
