I have some questions with the new version of Icy Phoenix...

I downloaded the IP 1.1.0.15 after the day 28/05/2007.

In the patch for this version said that the downloads after this day don't have to apply the patch...

Now I see the IP 1.1.0.15a, will I have to upgrade to this version??

Yes, because IP 1.10.15a was added yesterday and correct a bug with private messages. So you have to download again the cumulative patch and apply it.
