He probably created an administrator usergroup, but did not add that user to the administrator usergroup. That user is probably listed as an administrator via the ACP, but if you want to show him in the administrator usergroup, you must add him to that group too.
That is what I've been trying to do. He shows up as an Admin in the ACP, but when I edit their profile, it only shows the User usergroup, but how do I add the person to the usergroup? (I am using the default Administrator usergroup, I didn't make a new one)

I found where to do it, in the Userlist area. But shouldn't there be an item in the groups section that resembles "Add User to Group"? Or am I just not seeing it?
