I know that I can edit a XS  file and add the previous characters, but...:  why is different in XS than in phpBB ?

The answer is simple: for security reason and for compatibility among different charsets.

We have implemented a check on usernames, so only chars, spaces and numbers are accepted as valid chars. You can edit your own usercp_register.php if you like having those chars enabled... I wouldn't do it...
