In the world of English slang - To tell someone to Go and fly a kite usually means that they are either talking complete rubbish, or trying to con you into something that you know is rubbish, and that you don't believe a word of anything as to what they are saying.

This Guy, obviously didn't understand when someone told him to "Go fly a kite".

If you watch around the 4 minute mark you can see it is looped through a belt loop.
