Please provide us with more information regarding your setup. Are you using Icy Phoenix? What version of Icy Phoenix? Are you using phpBB3? What links do you want to open in a new window?

anyway if this can help you for opening sites in new tab or window you need to add in html this thing TARGET="_blank"

so your link need to be something like this
