Sorry, but I don't know how this feature work... it is a CT special feature... are you sure that it is a bug?

These captures are related to the Orion version (maybe this weekend i test it on the RC)
I've created a dummy user and set him to "Indesiderate User"

This is how the message is show to admin
vista_admin

This is how the messagge is show to the indesiderated user
vista_utente_indesiderato_1179293209_492379

and this is how the message is show to the other users (visitors too)
vista_utente_normale


Try to create an user an set him to indesiderate

I have just say to him, in the italian support forum, that this function works fine in IP. At least in my forum... but I don't know if some other settings of CT are required to make it works.
The only thing that has to be fixed is the text that appear. It's not formatted fine. Then I'll post a screenshot.

No special settings are required to set an user as "indesiderate".

Ok .. this evening I've to set an ICY forum using RC3 ...

It shown as function works fine in IP too

The message shown to admins:
prova_admin

The message shown to indesiderate user:
prova_ut_ind

The message shown to normal users:
prova_ut_norm

As you can see, the text shown to the admins has to be fixed.

ACP --> Posting --> Precompiled Posts --> Disable precompiled posts --> YES

(you must Empty precompiled posts too)

now work for me too!!

I supposed that it could be a settings... but I can't never imagine that could be precopiled text
