I don't think it is possible in an easy way.
phpBB3 has different tables and logic.
You should try to import only users and topics... all other things will be really tough to import.

The "phpBB3 > MyBB Merge tool > SMF > PunBB > phpBB2 > Icy Phoenix" went OK but attachments weren't transferred. So I think a fresh install will work fine.
