I posted this several days ago after upgrading two of my forums to 1.1.7.22 I I received this message when attempting to ad a google ad to headers and banners.

My posts were moved to a bug tracker thread for 1.1.7.22. So today I download and upgraded a third forum using the stable IP 1.1.0.15. I do not believe this to be a bug issue as I am having the same problem.

BTW, I have updated one of the first two forums to 1.1.9.24 RC2 and it is doing the same thing. This has to be some kind of server setting issue, since it is occurring with three different versions of IP. What server settings could cause this when I am attempting to copy in adsense script, but I get no "Forbidden" message when I type in some text? This "forbidden" message only occurs when pasting in adsense code. When I use a php include statement, even when putting in the whole path, the ads do not appear even though I do not get the "forbidden" message. This must be working for some people, as I have seen these ads on others sites including this one.

I think you have some problems on your server.

Try to reupload all files and eventually check the CHMOD.
