The problem is not with icy phoenix is with your host provider
if you want to enable safely the mass mail you should find a smtp provider and configurate your forum with this.
Or send a ticket to your host provider to solve de problem.
If you decide to use a smtp provider you can use gmail le provisional.
Greetings

If it is likely that the service to send mails this off on your server, which I like you did that you lack Update on the host of "update_to_ip.php" and whether missing tables to be updated but the same problem does not fix, Support calls on the topic on your host and via IM because you have said several times the thing is not the mail server that uses so is Windows Live Mail, Gmail, etc.. The problem is that no mails are sent usese the server that is.
