I changed my avatar here and have already posted and when I looked at my post it didnt have that avatar?

Is there a post requirement in order to see ones avatar when first joining here?

If you used the avatar generator you will need to right click the save as, then upload it normally.

There isn't a post requirement for avatars AFAIK.
