You are trying to center the image that is already in your header?

If so attach your overall_header.tpl and I'll show you how

if you are using the ice template you should edit the overall_header_sq.tpl file

It was in the overall_header_sq.tpl
One thing I noted that there is no portal config in the acp with icy phoenix
