FAP CUSTOMIZATION - 3 FAP Questions

Hi!

I use FAP and its great. I have 3 requests for FAP:

[*]If someone rates a pic, can I see who rated and what rate? An add-on it will be great.
[*]Can I upload a photo from an extern image link?
[*]How can I do so that the users with less than 20 posts can't rate pics?

OK, I see.
But how can I do so that on the photo details it displays how many times that photo was rated ?
