I am thinking that the sql file "cache" holds data that your previous install had. It needs to be there....

The same thing happened to me. I found everything to work good. One thing I always notice;

If you use a program to FTP, sometimes depending on the .htacess file, you can only change CHMOD from your site FTP...

After reading your post, I am going to double check my CHMODS to make sure they are correct from the site FTP.
