I'm looking to make a Web with Portal + Forum. I have seen Icy Phoenix as the main option for my project.

Icy Phoenix currently, is it viable or is it becoming obsolete?.

The project is being updated not too often... but it is stable and can be used for communities which needs a forum.

You can have a try and see if it fits your needs.

I'm sorry to read that, but I understand your point. Icy Phoenix has always been free, and this is the reason why everyone who contributed did it for free (limited to everyone's free time).

Now a day, it's impossible to compete with other larger and well known projects... plus Social Networking is widely different from the past... If you need a solid and modern platform I understand why you may need to move to another solution. I'm sorry to see you go.

Yes, Xenforo has people working full-time which helps a lot. If you're ready to pay the price, it may be a better solution. Time's always an issue for open-source projects.

That is not true... There are no questions to support in ICY Germany  
I will try to find the time to update lang_german to latest Icy Phoenix GIT version.
