FAP CUSTOMIZATION - Little Bug: Setting Private Galleries Not Visible

Post FAP CUSTOMIZATION - Little Bug: Setting Private Galleries Not Visible 
 
Hi,
in FAP (1.4.1) c.p. admin can set private galleries non visible for other users.
So user cannot set in "Category Permissions" view level as "public".
But, if user create a new sub category, here he can set this one as public....
Is there a way for it?
