That can be explained:
Off Topic is a sub category, and "Test Subforum" is a subforum. However I'm not sure if subcategories are supposed to not show up. I'll test.

Yes Tom, it does depend on the difference between SUBFORUMS and SUBCATS which are two different things, and of course should be threated as different.

but then under those the other normal ones should be placed at the beginning again
