could i use other mods and templates from other phpBB 2 site with Icy Phoenix ? such as things that i can download from phpBBhacks.com ?

Yes you can but you need to understand how the code in Icy Phoenix is different from standard phpbb...
a lot of the code has been moved around and alot of the extensions are different...
I suggest starting with a very small mod and add it and then you can see where the code differs...
Templates are completely different and need a lot of recoding...

yes you can alot of the phbb2 mods will work with icy they just need a small amount of code changes...
even phpbb3 mods will work if you know php really well..
