When I scroll down in my forums on the right side there is a box that states: Title Edit

There is nothing in there. How do I indicate what I want in there such as, Delete, Archive, etc.

In fact, that " Title Edit " function is linked with " Quick Title Edition " ( in your ACP > General ). Try to create a quick title, go in your moderator pannel in viewforum and you will see your quick title ^^
