Those permission have never been fully implemented yet... they work only partially.

This is the main reason why those permissions levels are not explained anywhere.

You can try to use those permissions to give users special access to CMS sections. Make some tests to check how those works, and if you have some free time, can you help me in integrating Docs for this feature?
