is it possible that album mods can create albums?

Can you do this by setting permissions?

Hmm, I think that is not possible. Albums and Cats have to be create in ACP

But if you are using IP (what I guess) you can give it a try with Junior Admin
Junior Admins have access to ACP

I'll give the user junior admin rights and then i'll give him the Manage Categories module from the photo album.

Now the problem is that junior admins can moderate forums, but my junior admin may only have the permission to manage categories for the photo album.

Yes, just give him the permission to see the ACP module but do NOT set his permission to Junior Admin in Users => Permissions section.
