Post Quad Layout In CMS

Ok, so I've (mostly) figured out how to manipulate blocks into some semblance of a web page with 3-column, 2-column, etc. but darned if I can figure out Quad Layout. Looking at quad_layout.cfg suggests there should be toprow, column1, column2 and bottomrow positions, but in the CMS the drop-down box for "position" is greyed out.  I think it's safe to assume that a block won't appear anywhere unless it's assigned a position, but I can't see how to assign a position.

What am I missing here folks?

Try to edit the page layout and the positions should be automatically added back again...

Sometimes it can happen when you create the new page but you don't click on the link offered when the creation finishes. I think I have to add a new check or a different TIP after page creations.
