Actually you can't compare Icy Phoenix with phpBB 3... they are different things.
Icy Phoenix uses phpBB 2 engines for sessions and permissions, and integrates its forum, but is most like a CMS then to only a forum. phpBB 3 will be the next step of phpBB regarding forum system, and will have many new features respect to phpBB 2. Plus it is much more flexible with its new templating system.
In short... if you need just a forum, I guess you should wait phpBB 3... if you need a complete solution for your site, then you may consider running Icy Phoenix instead of phpBB 3, because you will need many mods and features to be able to build an entire site with just phpBB 3.
Finally it depends also on your skills. If you are confident with PHP and HTML you should wait phpBB 3 and customize it following your needs.
It's up to you...
