When i add blocks on the forum trough global blocks this appear but whithout the style.

I had the same problem as you.
Go to your CMS Management, then under the column Actions click on the blocks icon, next click on the edit icon

And after having entered the BLOCK EDIT feature, you have four checkbox on the first page...
Flag all of them to enable borders and headers.
