Did you enable some avatars options in ACP?

Yes all users can use avatars.

I created an account on your website (Chaotic) and was able to upload my own avatar.  I even created a new post, which you may delete, just to test it out.

Everything works fine on my end.

What is he trying to do?

• Upload avatar from your machine?
  
• Upload Avatar from a URL?
  
• Link to off-site Avatar?
  
• Gravatar?
  
• Create Avatar using Avatar Generator?
