A little late to the party here, but make sure you are entering your correct menu block ID.

In a brand new Icy Phoenix installation the Dynamic menu is not enabled by default.
You need to add it in a block by entering the correct menu ID... and then remove in Global Blocks the standard static Nav Menu.
Make sure you follow these steps.
