It sure is, but a script hasn't been created to automatically "upgrade" to Icy Phoenix.

You'll need to manually import items, but be careful. The database structure of phpBB3 and Icy Phoenix are different. You will need to be very knowledgeable with the table structure if you undertake such a huge project. Very messy...messy, messy, messy. It's probably better and easier managing to downgrade to a vanilla phpBB2 board and then upgrade to Icy Phoenix.
