Probably you should download an arabic template for phpbb and look inside to see which is the difference between the one with latin characters and the arabic one...

I'm sorry, don't know how it must be done... If you provide me an arabic template, I'll try to investigate!!

The other point is that the whole system should be translated to arabic...
