buenos días ... mi pregunta es como hacer para que todo los usuarios puedan escribir en el shoutbox, porque lo e configurado en los bloques globales y no me funciona de buena forma miren, solo yo veo el shoutbox bien

I'm having a hard time understanding what the problem is. Your users are not able to access the shoutbox?

If that's the case, try this:

CMS -> Page Permissions -> Shoutbox: ALL

It looks like your Shoutbox block is setup correctly so this should fix the problem.
