i really wonder. i´m in spain and i´ve got no problems downloading RC2. even if the dl link tells you at first rc1.

Hi! I tried to install Icy Phoenix and I have a problem, I get an error message (after putting all the information of the database and user):
The hosting meets all the requirements and I have all the permissions correctly, I do not know what happens. I have this problem with the RC 1 version too, but not with the 1.2.0.27

If you are absolutely sure that you entered the information correctly, and that the database actually exists before trying to install Icy Phoenix, then I suggest you contact your host with this problem.
