I if I change the rules of the forum I can force the user to approve it before login again?

You can use the FTR to do it... but it force user just to read the rules and not to approve them or block the login. I don't know if exist a specific mod for this, but you can try to find on phpbbhacks.

Change in lang_main file of your languaje the line of conditions (in html I think).
