I get: Generation Time: 0.0788s
If you get high generation times, sometimes, the problem is the host. When the server is busy, it takes more time to generate your PHP page ;) .

You need to slow down some, because after reading all of your posts you appear to be not quite up to speed with hosts, data transfer, line condition, ping, traceroute, and whatever else it takes to determine what is causing the problems that you assume are Icy Phoenix based.
You also need to explore Icy Phoenix as most of it is documented either within the programme itself, or with the docs and posts here.
Also, Do you have a problem with leaving credits for other peoples work (Who spent a lot of time making / creating the stuff that you use) and where those credits were added to the script / themes that you use?
Yours!
Original!
If you are going to modify anything Icy Phoenix I don't mind helping - but I do have this rule as many of the support staff here do - - - You break it - You fix it.

It's not an easy answer because there are many things that account for slow transfer speeds on the internet. :(
It starts with your modem and it's capability to negotiate efficiently at all times with the modem it is connected to and vice versa.
It could be your IP - The route that the server takes (and they're not always the same), the condition of the lines (where applicable) and the servers in that route, right up to your host.
It also depends on the bandwidth that your host or IP delivers - 10MBs or 100MBs or better, and / or how many users are sucking up the available bandwidth.
Too many ifs and buts to suggest anything other than there are "tools" available on the internet to check most of these things.
Edit:
And while this edit is irrelevant, it only highlights the differences between servers and what they are capable of delivering at any given time. ;)

The primary DL link = 11 minutes?
The Mirror2 = about 50 seconds!
And that's on ADSL2
