After i have installed the latest version and when i enter the Admin Control Panel and found the words of a top of the page

It is function of updating IcyPhoenix, she speaks that while there are no found updatings. Here when there is new version IcyPhoenix then it will be possible to be updated to the actual version

Go to
ACP = Configuration = Icy Phoenix = Enable Icy Phoenix Version Check = Yes
Then press submit button, and finally refresh ACP main page.
You'll see a different message:
As ZVER says, this message will notify you when next IP version update is released.
