It is not wise to CHMOD any folders or files unless the installation process asks you to. ;)

It is also wise to CHMOD config.php to 0644 after you have finished the installation. :P

If you want to know what are CHMOD propieties for, I guess you are using a Microsoft inspirated OS.

CHMOD is the way to set read/write/execute permissions to a file, to restrtict possible malicious actions on those files.

If you are running Icy Phoenix in localhost and you are tring to find bugs/security issues, I recommend you to have CHMOD 777 (allow all actions) on ALL files. Many users do not set up CHMOd correctly, and opens bugs for hackers/crackers at their sites, caused by their unexperience with hosting/servers/scripts.
