It is not wise to CHMOD any folders or files unless the installation process asks you to.

It is also wise to CHMOD config.php to 0644 after you have finished the installation.

If you want to know what are CHMOD propieties for, I guess you are using a Microsoft inspirated OS.

CHMOD is the way to set read/write/execute permissions to a file, to restrtict possible malicious actions on those files.

If you are running Icy Phoenix in localhost and you are tring to find bugs/security issues, I recommend you to have CHMOD 777 (allow all actions) on ALL files. Many users do not set up CHMOd correctly, and opens bugs for hackers/crackers at their sites, caused by their unexperience with hosting/servers/scripts.
