I used the IP Colorize to turn the IP theme to Green. Every other things changed but the banner isn't

The Banner did / does change colour, but obviously not to the colour you want. 
The banner is in contrast to the rest of the layout so therefore it will always be very different. If you want to change it to a different hue and density that you want, then you will need to edit it in a graphics programme.
