When you install Icy first time from 0, there are 3 groups:
- Administrator
- Moderators
- Users
first user (as first admin ID=2) is mod of this groups, but you must add on groupcp.php for colorize it

I won't consider this as a real bug... anyway, thanks for reporting, I'll see what I can do.
